How We Rank "Most Affordable" Schools

%%YEAR%% Most Affordable Online %%LEVEL_NAME%% in %%PROGRAM_NAME%% Badge

The OnlineU research team manually collects and verifies tuition data for every school on our lists, ensuring you see accurate, up-to-date costs whether you're pursuing an associate, bachelor's, master's, or doctoral program. To qualify, schools must offer fully online degrees, hold institutional accreditation, and have verifiable enrollment data through the National Center for Education Statistics. While some of our rankings include partner schools, every school is evaluated using the exact same criteria.

We prioritize schools that offer a consistent tuition rate across programs at the same degree level, so you're not caught off guard by unexpected price differences between majors, and for graduate programs we go a step further by individually calculating program costs since credit requirements and fees vary widely.

Pros: Program value and awesome professors that pray for you and assist you when necessary. They push you towards success and hold you accountable. Cons: The program does not offer graduate scholarships

AI Student Review Summary: Reviews of Belhaven University are driven by strong recommendations, but the negative accounts are unusually severe and center on administrative breakdowns. Many reviewers praise caring professors, small classes, and a supportive atmosphere where instructors are accessible, prayer is common, and you feel personally known rather than overlooked. Cohort-based formats, once-weekly meetings, accelerated terms, and included textbooks are also cited as practical benefits, especially for online learners seeking structure and efficiency. Critics, however, say religion is embedded into nearly every assignment, including subjects where it feels forced, and that this expectation is not always communicated clearly before enrollment.

What Sets This Program Apart:

  • ECU structurally divides audiences into two pathways, including a Traditional MPA for pre-professional students and an Executive MPA for professionals with at least five years of relevant experience, including three years in mid- to upper-level management. The Executive MPA is entirely online, while the Traditional pathway combines evening campus sessions with online coursework.
  • This online MPA collaborates with the North Carolina City and County Management Association, which provides networking opportunities and supports an annual scholarship. Graduates from this program work in North Carolina city and county administration, state agencies, nonprofit organizations, and even NASA.

AI Student Review Summary: Reviews of East Carolina University are largely positive, and many describe practical preparation for careers, especially through internships, research, and applied coursework. Students also highlight flexibility as a major advantage, noting that online options make it possible to balance classes with full-time work, family responsibilities, athletics, or military life. Affordability and strong value for the tuition paid appear repeatedly, particularly when paired with responsive advising, scholarship support, and career-relevant instruction. A small number of reviews report poor advising, weak follow-up for job placement, limited access to certain professional opportunities, and overly fast-paced or self-taught online courses.

Stories Behind the Cheapest Online MPA Programs: An Editorial Analysis

🏆 Rare Case of Affordability Without Sacrificing Student Buy-In

Texas A&M University - Corpus Christi

TAMU-CC earns this distinction because it pairs the lowest annual tuition on the list — just $3,609 per year in-state for an MPA — with very strong student approval, including a 95% recommendation rate. Student reviews here repeatedly highlight accessible professors, individualized help, networking support, and plenty of flexibility for working adults who want to earn an MPA online.

🏆 Strongest For Community Resilience Leadership

Florida Gulf Coast University

FGCU’s online MPA is grounded in modern local-government realities. Its standout feature is the Community Resilience concentration, which delves into environmental governance, disaster management, growth planning, and economic development. The program also refuses to let “online” mean detached from practice, as graduate students without prior public-service experience must complete a 300-hour internship, attend networking workshops, and participate in a final in-person capstone presentation.

🏆 The Completion-and-Retention Powerhouse

Texas Tech University

TTU boasts a mature, scaled graduate ecosystem that also happens to be affordable. The university combines strong institutional outcomes — including a 67% graduation rate, 85% retention rate, and more than 2,400 online students — with a low yearly tuition of $6,012. Affordable online graduate programs can sometimes struggle with completion and persistence, while TTU performs strongly in both areas. The program also gains credibility through NASPAA accreditation.

🏆 The High-Confidence Small-University Option for an MPA Online

Stephen F. Austin State University

SFA’s strongest differentiator is student confidence. The program posts a remarkable 96% recommendation rate alongside a 4.08/5 review score, suggesting students overwhelmingly feel satisfied with the experience despite the university operating at a smaller scale than many peers on this list. That smaller-scale identity also appears in the MPA program structure itself, which includes guided progression milestones, internships, research opportunities, and faculty-directed planning checkpoints.

An Online MPA Can Open Doors — but Students Need to Choose Carefully

He holds a Master of Public Policy, an executive MBA, and a Provincial Instructor Diploma, and he also teaches market research for product development as a sessional instructor.

In your experience, does a master’s in public administration influence career advancement within public service organizations?

"Absolutely. It provides people with a toolkit and the right lingo to push into management in the public sector. I think this is true of most professions, but a big component of career advancement is sounding like you know what you're talking about.

In a graduate public policy or public administration degree, you're going to hear all the war stories and case studies on what has worked and what has failed spectacularly. You're going to learn the names of concepts that may have made sense to you on a logical level, but you didn't know what they were called. Now, you can name-drop those concepts, get a nod from someone more experienced than you, and engage in a conversation about the finer nuances of that concept and how it applies to that situation.

For example, someone points out that the net present value of public transportation infrastructure projects tends to be negative, and you're thinking, 'But the positive externalities mean it's still a good call?' Dive in! Be competent and engaging. Be a peer."

"An MPA gives you material to draw upon when you want to seem competent. In many knowledge economy jobs, an undergraduate degree is seen as the minimum, and a graduate degree is often required to catch someone's attention for more senior roles."

What realities should working professionals prepare for before starting an online MPA?

"I did my second master's degree an Executive MBA at the University of Fredericton 100% online. I also worked full-time while I did it. Mind you, some people think I'm a bit nuts for taking on so much work. I also worked full-time while completing my Master of Public Policy at Simon Fraser University.

Prioritize sleep and eating well. Your social life is going to take a hit, but it's temporary. Just recognize and prepare for the fact that it will be a strain.

You're only in grad school for 2-3 years, depending on how you pace yourself. Lots of these programs offer you the option to take a pause to regroup don't burn out if that option is available. They usually say, as long as you finish within five years of starting, you're good.

It's going to be harder to connect with your classmates when schooling is 100% online, so look for people who are local and willing to meet up for a beverage outside of school/work. WhatsApp groups are great for situations like this. Please create a WhatsApp group for each class and invite everyone except the professor. Having a back channel to discuss assignments and interpret the syllabus is important.

I've gained some very valuable professional connections and made some new friends by doing this with my last degree, which was 100% online. In the end, online degrees don't come with a default social vector sometimes you have to create it."

Which areas of public administration have the strongest demand right now?

"There are a few key areas where I see growth right now — regulatory spaces, for example. Anything that involves introducing, updating, changing or enforcing new regulatory standards is always brisk business with lots of exciting opportunities for up-and-coming public servants.

If we are heading into a recession, the government is likely to start spending money on infrastructure to stave off some of the sting in the economy, so anything involving highways, public works, etc... is going to be hot.

An underrated area is anything where business and government intersect. That could be regulatory areas (as mentioned earlier), but could also be funding for technology commercialization, innovation or cluster development. I'm a former public servant who crossed into the private sector, but I leverage my public policy experience and degree to sit on the private sector side of these interactions. Any industry heavily regulated by the government offers interesting roles for individuals who know public administration and public policy."

Beyond the degree itself, what skills tend to distinguish successful graduates in public administration careers?

"Get additional certifications: Indigenous Relations, Stakeholder Engagement, Gender-based Analysis, Intersectional Analysis. Special topics like food security, poverty, transportation, etc., never stop trying to pick up new skills. Right now, AI is a big deal. Try to learn what you can about that and layer it on top of your public administration or policy degree.

Also, make good notes on your own projects during your career. Treat them like portfolio pieces or case studies. You may need to trot them out later to land a promotion, a horizontal transfer into an adjacent area or to apply for some awards."

FAQs About Affordable Online Master's Degrees in Public Administration

How Do Affordable Online MPA Programs Work?

A Master in Public Administration (MPA) program is designed to prepare future leaders and administrators to assume management roles in public-sector operations, such as government agencies and community service organizations. When you enroll in an online public administration degree at the master's level, you'll study the structure and functioning of local, state, and federal governments as well as fundamental managerial concepts.

MPA courses include assignments and projects that mirror real-world scenarios so you can develop essential technical skills. For example, you may be assigned to draft policy proposals, devise strategic community outreach programs, or analyze budgetary concerns for public projects. As you complete your coursework, you'll acquire soft skills in leadership, effective communication, and ethical decision-making.

An online master's in public administration program typically requires the completion of 33-39 credit hours. Full-time students often earn their degree in two years, but part-time students may need three years. In order to enter an MPA program, you must hold a bachelor's degree in human services, a business administration degree, or preferably one in public administration. If you studied some other subject as an undergraduate, you may still be accepted, but you will likely need to pass a few prerequisite courses before starting the master's program.

What Classes Do You Take in an Online MPA Degree?

Some of the specific core courses often found in an online master's in public administration program include:

  • Public Policy Analysis: Students in this course delve into techniques for evaluating and formulating public policies, considering both quantitative data and qualitative assessments.
  • Public Budgeting and Finance: By covering the intricacies of public funding, this course teaches students to plan, analyze, and manage public budgets, ensuring financial sustainability.
  • Program Evaluation: This course covers methods for assessing the efficacy of public programs, ensuring they meet objectives and offer value to the community.

The curriculum of an online public administration master's degree program often combines diverse courses on public policy, business administration, data analysis, and law. Most online MPA programs require either a capstone project or thesis, and some include an optional or mandatory internship.

What Financial Aid Is Available for Affordable Online MPA Programs?

Since cost is a major factor in deciding whether to earn a public administration master's degree, you may want to begin your journey by estimating your expenses. For example, to determine the appropriate tuition fees, you can multiply a school's per-credit tuition rate by the number of credits required for the master's degree. Be sure to use the master's degree tuition rate, which is often different from the undergraduate tuition rate.

Whether you've decided to earn your master's degree online or on campus, you can apply for financial aid if you're enrolled in an accredited program. Financial aid experts recommend that all prospective students fill out and submit the Free Application for Federal Student Aid (FAFSA). Many students skip this step in the belief that their financial circumstances will prevent them from receiving aid, but it's best to let financial aid officers determine your eligibility.

Among the various types of financial aid are grants, fellowships, and scholarships funded by the federal and state governments and by the schools. If you obtain any of these types of aid and complete your program on schedule, you won't have to repay them.

If you don't obtain enough grant and fellowship money to cover the entire cost of an MPA, you will likely be offered some type of student loan — either a federal student loan or a private student loan. With either type, however, the interest can significantly inflate the cost of the degree. Before accepting a loan, use a student loan repayment calculator to determine the price of the loan and all the interest, and then compare that to your initial budget.

Private fellowships and scholarships may also be available, and these are often based on factors other than financial need. These are often funded by community and civic organizations, corporations, and nonprofits to support specific types of students. This explains why these funds may be awarded based on factors like career goals, academic achievement, level of community service, or family background. Just remember that private funding is not part of the FAFSA system, so you'll need to submit separate applications for each opportunity.

Is an Affordable Online MPA Good for Career Advancement?

Once you've earned an online public administration degree, you can pursue many different roles, primarily in government agencies and community-focused organizations. Some possibilities include city managers, public policy analysts, public works managers, and public affairs specialists.

Depending on your prior work experience, you may need to begin with more of an entry-level position and work your way up to higher-paying management positions. Although many public administration jobs don't specifically require a master's degree, an MPA is likely to make you a more competitive job candidate and allow you to command higher salaries.

With enough experience, you may become a , who oversees a program or organization that provides services to a community. According to the Bureau of Labor Statistics (BLS), these managers earn a median annual salary of $77,030, and demand for trained professionals is expected to grow by 8% over the next decade.

perform a similar role in organizations that support public health. These professionals earn a median annual salary of $110,680. The BLS expects job openings for this occupation to increase by a whopping 29% through 2033.

Beyond a master's degree, students can further their expertise by pursuing a PhD in Public Administration. This advanced degree offers a deeper exploration of research methodologies and theories, which is ideal if you aspire to work in academia, high-level governmental advisory roles, or think tanks.

What Should You Look for in an Affordable Online MPA?

There are many factors to consider when you're choosing an online master's in public administration. Naturally, you'll want to examine each program's curriculum, learning objectives, and faculty to make sure the program fits with your career goals. You may also want to explore each school's tuition, student resources, and financial aid availability.

Institutional accreditation is also an important consideration, as it shows that a school has met national standards for academic excellence. All of the schools on our list of the most affordable master's in public administration degrees have earned institutional accreditation. Some MPA graduate programs have also earned program-level accreditation from the (NASPAA).

Is an Online MPA Better for Public-Service Careers Than an MBA?

The choice between an MBA and an MPA largely depends on career goals.

  • An MBA offers a broad overview of business concepts applicable across industries, with some courses specifically devoted to the management of public organizations.
  • An MPA, on the other hand, is tailored to roles in public service, focusing on governance, policy, and public-sector management.

You may want to evaluate your short-term and long-term professional aspirations to determine which type of degree is best for you.

All of the professors were responsive and knowledgeable. The tuition is affordable and has allowed me to further my education. TUW has been one of my best educational experiences. I highly recommend TUW.

Until financial aid and the bursar office can get it together, stay away. I have issue after issue with the financial department. From them keeping disbursement funds from summer and not figuring it out until fall after being told, to classes almost over before disbursements go out. When you have to buy books and supplies or new laptop with those funds, they put you in a bad position to be successful. They used to be really good but like everything COVID is an excuse for awful service that breaks... Read More

I chose Purdue University Global because of its reputation and permitted me to transfer of graduate credit from my previous graduate work. What surprised me was the weekly synchronous online seminar which helped connect to my professors to clarify concepts or theories. The assignments, asynchronous weekly posting on the blackboard and weekly seminars enable me and other students to have multiple mode for the subject/theme of the week. My professors in Public Admin qualified and credentialed with... Read More

Overall experience was great. Some professors stood out more than others. Some lifetime friendships with classmates and professors were made. Both my BS and MPA capstone professors could have done a better job with grading to give students a better chance of improving.

I have been highly satisfied with Arkansas State University so far. I was drawn to this school due to the affordable tuition costs. The online program is amazing and really helpful for a non-traditional student like me. It was essential for me to find a fully online program since I have two little ones at home. I love the shorter term for each class only being 7 weeks long because I feel like I accomplish so much in a short time. The admissions process was easy and I had people contacting me along... This school has given me a second chance in public education. Online classes are fast paced but the faculty makes it easy to contact and are involved. You always have support from any department that can guide or help you at all times. I would definitely recommend this school for military and adult learners.

As a current federal employee, I decided to go back to school to obtain my master degree. ASU offered a complete online MPA which has allowed me to continue working and being a full time mom of 2. ASU has been nothing but helpful in every aspect in returning to school. I originally graduated from ASU in 2006 with a BS in Business Administration and I knew that I wanted to return to ASU for my graduate degree. With the MPA being fully online, it better fit in with my hectic schedule. The professors... Read More

I just currently enrolled at ASU to earn my Masters in Public Administration. So far my experience has been wonderful. They have staff that will follow up with you during the application process. Their job is to be there to answer any questions and to make sure things are running smoothly so you get the application in on time. The financial aid office has been very helpful and reminding me what to complete so there are no issues paying for my classes. I've loved my experience so far and cannot wait... Read More

Baruch College is affordable and offers a great bang for your buck. The tutoring center has limited availability and the class selection could definitely be better. The classes are rigorous and the professors are extraordinarily passionate and professional. The neighborhood is little bit inconvenient and I wish that the college offered more online classes, but they are working on expanding into online learning a little bit more.

I am currently enrolled in the MPA@UNC program, meaning all of my classes are online. I was skeptical of this method of instruction at first, but I have found it to be very interesting and engaging. While the asynchronous material (the videos and readings you do outside of class) appear like stereotypical online learning, the actual class time is revolutionary. The platform they use allows everyone in the class to see everyone else's face. Professors often split us up into small groups to work on... Read More

I am a current student in the School of Pubic Affairs obtaining my MPA. The staff are very helpful and professional. The coursework is very vigorous and I feel like it is preparing me for my field of choice. It is an expensive program, but worth the investment. The standards and expectations are high and I enjoy the feeling of meeting and exceeding them. I am enjoying my coursework right now; although it is a heavy caseload at times. The Master of Public Administration (MPA) program at Clemson focuses on research and public policy involving social equity. The MPA program closely mirrors my work in public policy and address aspects of social determinants that affect the health of an entire community.
