How We Rank "Most Affordable" Schools

%%YEAR%% Most Affordable Online %%LEVEL_NAME%% in %%PROGRAM_NAME%% Badge

The OnlineU research team manually collects and verifies tuition data for every school on our lists, ensuring you see accurate, up-to-date costs whether you're pursuing an associate, bachelor's, master's, or doctoral program. To qualify, schools must offer fully online degrees, hold institutional accreditation, and have verifiable enrollment data through the National Center for Education Statistics. While some of our rankings include partner schools, every school is evaluated using the exact same criteria.

We prioritize schools that offer a consistent tuition rate across programs at the same degree level, so you're not caught off guard by unexpected price differences between majors, and for graduate programs we go a step further by individually calculating program costs since credit requirements and fees vary widely.

Why we like them: Waldorf is uniquely a private, Christian-affiliated institution with roots in the Lutheran tradition. Waldorf's online homeland security bachelor's program has DHS-aligned coursework. Examples of classes are Domestic Terrorism and Homegrown Violent Extremists; Radicalization; and Maritime, Border, and Transportation Security. It all culminates in a homeland security capstone that integrates policy, technology, and operations.

"Earned both my undergrad Jan 2021 and wrapping up my graduate degree in October of 2022 at Waldorf. It's been a challenge working full time within a Fortune 500 at a director level but it's definitely been worth it. Classes are tough...professors are great and the knowledge earned is invaluable. I highly recommend Waldorf. My experiences have been phenomenal!"

Mike, Graduated 2022

"After going to APUS, Waldorf was a breathe of fresh air! Classes are organized and the professors are wonderful! Also, I was greatful for how challenging the classes were. Most online programs are way to easy and you do not learn much from the program."

Dalton, Graduated 2019

"Waldorf is Awesome! I earned my undergraduate degree here then got accepted into Southeastern Oklahoma State’s MBA program, but after a semester I came back to Waldorf. The professors are all great, give constructive feedback, and really want you to learn and succeed. The online platform is very user/friendly and never had any technical issues. The tuition is really fair compared to many other schools."

Jason, Graduated 2019

"Waldorf University is great. The workload is very manageable. Most week's assignments are a 500 word paper (2 pages excluding cover sheet and references)...The teachers are beyond nice and would allow late work if you needed to. The hardest thing about enrolling was not being able to see the syllabus first. Something else I loved was that it is not incredibly well known. I liked it because it was not a common 'online school' because unfortunately, those biases exist sometimes."

Beci, Graduated 2019

"This is an outstanding university, top to bottom. The Waldorf staff are very organized and do great with communicating upcoming events, reminders for deadlines and other miscellaneous requirements. Occasionally in online schooling, you would expect some hiccups due to internet outages, personal situations or emergencies. Each time I needed help, my Waldorf professor worked with me. I am so appreciative of the fantastic professors I worked with during my time with Waldorf."

Kelly, Graduated 2018

"Great school! I was allowed to double up on my courses during my graduate program due to my GPA, which I completed in 18 months. I enjoyed my time at Waldorf University in part due to the staff. I would recommend Waldorf online program to anyone seeking a higher education while working a full-time job."

Happy Camper, Graduated 2018

"I loved the fast pace of the school, plus you are taking the same total number of hours in a calendar year as in a brick and mortar university, except you get to really focus on the two classes at a time and not 5 or 6 classes/subjects every 4 months...The professor interaction is pretty low, so for the most part you are really teaching yourself. This is OK because of the structure of the school. You get out of the program what you put into it. For me it was a 4.0 GPA, and a pretty nice job about 2 months after graduating...The occupational safety program is also now qualifies you to be a GSP, from the Board of Certified Safety Professionals and is a big plus for the program. Total cost is among the lowest in the nation."

5H4N3, Graduated 2018

"I am currently a student at Waldorf University in their online Bachelors of Criminal Justice program and I LOVE IT! The instructors are awesome, my academic advisor is a Godsend, the academic material is really engaging, and the work really helps you learn the material. This is a fair school that has a Christian foundation, I can't rant and rave more about it!"

ClassOf2017, Graduated 2017

"Waldorf University is the best college to attend. The tuition is outstanding and it is included with your books and I mean no book grants, because everything included in your tuition, which will be $975 that's with a 10% discount a class and other schools are $1600 and up...Plus the teachers will work with you and the teachers are awesome! Other colleges almost threaten students if they don't create more than two or three post they reduce your points but not this school. This college do not harass students about posting more than two post at all."

Kissa, Graduated 2017

"This was the greatest experience I believe one could have for online schooling. Majority of my professors were excellent and the courses were insightful. All of my courses helped develop and equip me for the next phase in my life. One minor glitch is the timing in which they predict you will need to accomplish the assignments, you need at least 20 hours per course per week, so it is not easy to complete a degree online if you are a working adult."

Amelia, Graduated 2017

"I am a recent graduate of the MA in Organizational Leadership at Waldorf University. It is a reasonably affordable Masters program (currently $360 per hour) and the tuition includes the textbook...It is really not a bad program. If you are looking for a reasonably affordable Masters degree then this might be the program for you. If I was pressed to say anything negative about the program it would be that some of the professors do not respond to your questions in a timely fashion but are generally helpful if given enough time to reply back."

KT, Graduated 2016

"I just completed my MA in Organizational Leadership from Waldorf University. Due to my GPA from my undergrad program, they allowed me to double up my coursework...I found the coursework challenging but not over the top. Classes are set up in 8-week terms...Waldorf University professors are sticklers for APA formatting, even for message board postings. I found the professors to be quite responsive and the support staff was friendly when I needed anything from them. I have nothing but positive things to say about Waldorf University and MA program."

Scott, Graduated 2016

"Waldorf has provided me with an excellent college experience. I never had to pay for a book because Waldorf has received a book grant, the professors are all very friendly and go out of their way to help even wayward students like me, the curriculum is structured to make sure that the students have ample time to complete their assignments, and each course has its own identity with regard to assignments...I feel like I am the reason that Waldorf exists, that is how much personal attention they have shown me. I have attended colleges where I didn't even know my adviser's name. Waldorf has some great people working there."

Jason Shaw, Graduated 2015

"The education is excellent, the instructors are responsive and helpful, and are well qualified, and the academic advisors and other staff are also helpful and responsive. This is a physical college, and you get a real sense of connection with them even as an online student like me. I recommend Waldorf to those looking for a decent education that will challenge them. They have high placement rates as well."

The BA adds a foreign language requirement (including options like Spanish, French, or American Sign), while the BS builds extra social science depth for stronger analytic focus. The homeland security degree is housed within the College of Criminal Justice and its Department of Security Studies, where faculty include nationally and internationally recognized scholars and practitioners from government agencies, think tanks, and policymaking entities.

AI Student Review Summary: Students generally describe Sam Houston State University as a supportive, student-focused university with strong faculty engagement and practical career preparation. Reviewers frequently praise small classes, approachable professors, and personalized support tied to research, licensure, graduate study, and long-term professional development. Many also value the affordable tuition, flexible scheduling, and online options that help working adults and commuters balance school with other responsibilities. Criticism tends to focus on inconsistency in certain programs, especially newer or online offerings that some students felt were repetitive or poorly organized. Other concerns include limited scholarships, parking and commuting frustrations, and the smaller-town environment, which some reviewers felt reduced networking opportunities and campus engagement.

Positive reviewers, however, frequently praise the flexible one-course-at-a-time format, accelerated scheduling, and compatibility with work, military service, and family responsibilities. Why we like them: This is for students interested in national security, and the concentration drills into the origins of terrorism, response methods to weapons of mass destruction, crisis negotiation, and conflict resolution. What makes it especially compelling is how it sits inside a broader criminal justice framework, meaning graduates come away with both specialized homeland security knowledge and a well-rounded understanding of the entire U.S. criminal justice system, making them more versatile in the job market.

Why we like them: If mission fit matters to you, the program sits in LU’s Helms School of Government and is framed by a Christian leadership ethos. Liberty's online BS in Government - National Security stands out for its multidisciplinary and government approach to national security education. The program's stress on critical infrastructure protection across sectors like agriculture, telecommunications, medical services, and transportation is another distinguishing feature, reflecting the modern, interconnected nature of national security threats.

AI Student Review Summary: Reviews of Liberty University Online are deeply polarized, though many students praise the flexible eight-week format for fitting around work, military service, parenting, and other responsibilities. Supportive reviewers frequently highlight responsive professors, helpful advisors, affordable tuition, transfer-credit options, and strong support for military members and first responders. Many also appreciate the school’s openly Christian framework and faith integration throughout coursework. Criticism centers on administrative problems, including billing, financial aid, transcript processing, refunds, and inconsistent advising. Some students additionally describe online courses as overly self-directed, with limited instructor engagement, unclear instructions, and uneven grading. A recurring concern is that extensive biblical integration in nearly every assignment could feel excessive or distracting for students seeking a more professionally focused experience.

Why we like them: At Regent, you study homeland security within a B.S. in Criminal Justice taught explicitly through a Christian worldview, so you examine terrorism, criminal law, and constitutional issues through faith-informed ethics. This program involves mentorship from terminally credentialed faculty anchored at the Virginia Beach hub, even when you learn online. You also see distinct scholarship lanes — Freedom, Homeschool, and Private School awards — that can further lower your net price.

AI Student Review Summary: Students often describe Regent University Online as academically rigorous and supportive, though experiences vary widely depending on advising quality and expectations around faith integration. Reviewers frequently praise accessible professors, personalized feedback, practical instruction, and structured accelerated courses that work well for motivated adults balancing jobs and family responsibilities. Many also value resources such as writing support, advising, library access, and career guidance. Criticism centers on administrative inconsistency, including transfer-credit issues, billing confusion, poor communication, and difficulty getting timely answers from support offices. Some students also found the fast-paced eight-week format overwhelming, while others felt the school’s strong Christian and politically conservative perspective was either a major strength or too heavily embedded throughout the curriculum.

Why we like them: Trident's homeland bachelor's degree is built around the four pillars of the National Preparedness Goal — Prevent, Protect, Respond, and Recover — as well as the core missions of the Department of Homeland Security. This alignment with actual federal frameworks means students are learning within the same conceptual structure that real DHS and FEMA professionals operate in, giving the degree an operationally relevant feel.

AI Student Review Summary: Feedback for Trident University International is highly mixed, though many students praise the school’s flexibility and compatibility with demanding work or military schedules. Reviewers frequently highlight the fully online format, responsive professors, and coursework that strengthened research, writing, and critical-thinking skills while allowing them to study during deployments, travel, or full-time employment. Several also report career advancement and professional growth after graduating. Criticism focuses primarily on administrative problems, including financial aid delays, transfer-credit disputes, billing confusion, and inconsistent communication from advising or registrar offices. Some students additionally describe courses as overly self-directed, relying heavily on papers, discussion boards, and outside web sources with limited lectures or meaningful instructor feedback.

Why we like them: At SLU, you access an FBI National Academy Associates educational partner, which we see as a rare undergraduate alignment that can elevate professional credibility and networking while you study. We appreciate how faculty bring practitioner credentials (e.g., local and federal agents, chief deputies, detectives, and FBI advisors) so you learn from people who have executed the work at scale. You can earn a police standard certificate through training at the Pasco-Hernando Police Academy as well.

AI Student Review Summary: Reviews of Saint Leo University Online trend positive overall, with many students praising the flexible format, supportive advisors, and convenient structure for balancing school with work, military service, and family responsibilities. Why we like them: Bellevue's program has applied, niche coursework, where you explore Disinformation, Misinformation, and the Post-Truth Society; Guns, Sex, Drugs: Illicit Activity in Global Politics; and Security Concepts in Science and Technology that examine space reconnaissance and high-tech espionage. The required Kirkpatrick Signature Series (American Vision and Values, Tradition and Change, Freedom and Responsibility) adds a civics-and-ethics spine that few intelligence programs match.

AI Student Review Summary: Opinions on Bellevue University are sharply mixed, though many students praise its flexible, career-focused online programs for working adults, military learners, and parents. Reviewers frequently highlight practical assignments, rigorous workloads, responsive professors, and coursework that strengthened writing, research, and critical-thinking skills while supporting career advancement or graduate study. Criticism centers heavily on administrative issues, including advisor turnover, billing and financial aid problems, transfer-credit confusion, and poor communication around enrollment or graduation requirements. Expert Advice On Choosing A High-Quality, Affordable Homeland Security Degree Online

Headshot of Michael Prasad (MA)

Michael Prasad (MA)

Executive Director at The Center for Emergency Management Intelligence Research

Michael Prasad is an emergency management executive, researcher, and executive director of the Center for Emergency Management Intelligence Research. He has held director-level roles with the State of New Jersey and the American Red Cross, contributing to more than 25 disaster response operations, including Superstorm Sandy. Prasad also serves as president of IAEM-USA Region 2 and works as a senior research analyst focused on emergency management policy, training, and intelligence.

What should students look for when choosing a homeland security degree?

"Faculty affiliations with both government and the private sector in homeland security itself. When I got my MA in Emergency and Disaster Management at an online school in 2022, most of my instructors had varying capstone degrees — none in emergency management — and few worked directly in emergency management as practitioners currently.

Find an academic program which supports the elements needed for certification, so that you can graduate with both a degree and a certification. This can include coursework in support of:

  • Credential continuing education requirements,

  • Professional contributions including publishing,

  • Practical work experience, even as a volunteer/intern,

  • And support of the future profession through academic clubs and student chapters of professional associations."

How difficult is it to get a job in homeland security after graduating with a bachelor's degree?

"For homeland security majors, it's not so much the costs but the barriers to entry of security clearances, on-the-job training (due in part to the needed security clearances obtained before one starts).

One cannot obtain a federal security clearance without a federal contractor or federal government sponsor. At the state level, it is a bit easier, but those roles value law enforcement background as much as undergraduate education, at this time."

Which homeland security specializations offer the best career opportunities?

"Emergency Management is one area, currently with a much lower ROI. Major professional organizations such as the International Association of Emergency Managers - USA are working to fix this. As it stands now, there is only one professional role identified by the U.S. Department of Labor for emergency management and that is of an 'Emergency Management Director' (most likely the lead for a state program). It is highly unlikely that someone would matriculate from an undergraduate degree into this role, directly.

I would recommend exploring Geospatial Intelligence Systems (or GIS) as a program focus. There are both governmental jobs at all levels, and work in the private sector."

EXPERT TIP

"Explore opportunities locally, in your own communities, to serve and help others. Focus on supporting socially vulnerable populations and underserved groups and be kind to others."

How Does OnlineU Rank the Most Affordable Online Homeland Security Bachelor's Degrees?

Only schools that publish a global or clearly defined online tuition rate are included.
